Yes.
Flash requires legions of very expensive engineers to maintain its many versions on many platforms, and makes Adobe almost no money and has no brand or other value at this point.
On a pure dollars-and-cents level, it would have been abandoned in 2011 or so if it were that simple.
Adobe is doing the “right thing” and the important thing to keep the platform secure especially, and to some extent current, though 2020.
